MALCOLM WEEMS JOINS VENDOR ASSISTANCE PROGRAM
Chicago, IL, January 5, 2017– Vendor Assistance Program, LLC (VAP) announced the new hire of former Central Management Services (CMS) Director, Malcolm Weems. As CMS Director, Weems oversaw the creation of the Illinois Vendor Payment Program, for which VAP was the first qualified purchaser in 2012.
After two years as CMS Director, Weems ended his tenure with the State in October of 2013 to pursue his own consulting firm. Weems will still maintain a small client list while he transitions to a more prominent role at VAP. Weems’ primary focus will be expanding VAP’s business into new states and municipalities.
“Malcolm’s experience will help us expand the business. He can relate to the government officials on the other side of the table,” said VAP CEO, David Reape.
Headquartered in Chicago, Vendor Assistance Program, LLC (VAP) is a specialty finance company that finances sovereign, government receivables, helping vendors manage cash-flow. VAP was founded in 2010 in partnership with the State of Illinois to address the State’s delayed payment cycle. Since the company’s inception, VAP’s principals have purchased over $9 billion of deferred payments.
